We soon learned the Syndicate had forced several small business owners to sign over their properties—including a group of immigrant families who ran markets along the riverfront. When we went to speak to them, they were terrified.
“He pays them to lie,” one man said quietly. “He says if we tell anyone, he’ll send us back.”
We reached out to community leaders, legal aid groups, and honest police officers. Together, we built a case that would strip Hale of every illegal claim he’d made—without firing a single shot.
