Chapter 19 - Criminal prosecutors narrow their case

Authorities reviewed whether Rachel’s conduct supported criminal fraud charges.
They did not charge the entire three-year business model.
Why?
Thomas had authorized some outside-client use.
Judith knew commissions existed.
Master agreement gave Rachel broad booking authority.
Criminal proof beyond reasonable doubt was harder than civil liability.
Prosecutors focused on two later events where:
Thomas had explicitly told Rachel:
No more outside bookings under my guarantee until old balances are paid.
Email dated March 4.
Then Rachel booked:
The Whitaker wedding on March 18.
The Arden corporate retreat on April 2.
Both under Hale account.
She told venue:
Family authorization remains active.
No new approval.
Those two transactions became the strongest potential fraud counts.
Everything before March 4 was more ambiguous.

Good.
The law did not turn family disappointment into a felony by itself.
