Chapter 6 - The Sealed Footer

The air inside the lower drainage vault was dead cold.

I stared at Tobias, my mind refusing to accept the words. "The coffins at Green Mount... we had an open casket for Mom. The dental records—"

"The coroner who signed the release was Dr. Patrick Vance," Tobias said, his voice flat as slate. "Arthur Vance’s younger brother. The bodies in those graves were two unidentified transit workers from the 2011 tunnel collapse in Silver Spring."

He brought the flashlight beam down to the base of the massive concrete pillar supporting the eastern crane rail.

The concrete at the foundation was rough, gray, and bore the distinct rectangular marks of modern hydraulic patch-grouting—work that had been billed to the shipyard maintenance fund in August 2011, the exact week our parents disappeared.

"Why?" The single word felt like a sliver of glass in my throat.

"Because Dad had the original federal defense logistics charters locked in his personal safety deposit box," Tobias said, kneeling by the base of the pillar and pulling a small electric hammer drill from his pack. "The Pentagon granted our family exclusive deep-water dredging rights for the entire Chesapeake naval corridor. Those rights can't be sold, transferred, or liquidated by corporate proxy. They only transfer by direct lineal bloodline upon verified death."

"If Mom and Dad were legally declared dead with no bodies," I whispered, the puzzle pieces clicking together with terrifying precision, "the charters stayed in probate suspension."

"Until you married Garrett," Tobias said, inserting a carbide drill bit into the chuck. "And until you died tonight with no living children."

"And Penelope's baby?"

"Penelope legally adopted Garrett’s surname in Delaware last month," Tobias said, the drill beginning to bite into the concrete with a sharp, screaming whine. "Her child becomes the sole legal heir to the Montgomery-Vance joint estate."

Above our heads, a heavy iron hatch clanged open.

Footsteps echoed on the steel catwalk thirty feet above the vault floor.

"Garrett!" a woman’s voice called down, breathless and sharp.

Penelope.

"The Coast Guard just pulled the Lincoln Navigator out of the creek," she said, her heels clicking rapidly on the metal grating. "The windows were smashed from the inside. There are no bodies in the car."
