Chapter 12 - The Federal Seal

"Federal law enforcement! Drop the weapon! Hands on your heads!"

Six tactical officers from the United States Coast Guard Investigative Service swept into the bunker, their weapons drawn, laser sights cutting sharp red lines through the concrete dust.

Behind them walked a tall woman in a dark trench coat with a federal badge pinned to her lapel—Special Agent Miller, the lead investigator for the maritime logistics task force.

I lowered the pipe wrench, letting it clang heavily onto the metal grating.

Two officers moved in instantly, pinning Garrett to the floor and securing his wrists in heavy steel cuffs while a medic dropped to his knees beside Penelope’s locker to apply a pressure bandage to her shoulder.

Agent Miller walked over to Tobias, who was leaning heavily against the concrete pillar, pressing a shop cloth against his bleeding collarbone.

"Mr. Montgomery," Agent Miller said, pulling a certified document from her inside pocket. "The federal warrant for Arthur Vance was executed twenty minutes ago at his residence in Potomac. We seized the offshore ledger servers and the original 2011 transfer manifests from his private safe."

Tobias took a slow, painful breath, nodding once. "And the foundation footer in Berth 12?"

"Our dive team is cutting through the concrete patch right now," Agent Miller said gently. "The medical examiner is on site."

Garrett lifted his head from the wet floor, spitting a mouthful of bloody saliva onto the officer’s boot. "You have nothing on me! My father signed every corporate authorization! I’m an officer of an independent LLC with limited liability!"

Agent Miller didn't even look at him. She looked at me.

"Mrs. Montgomery," she said, "we retrieved the surveillance audio from your home on Federal Hill. We have three hundred and forty hours of recorded conversations between your husband and Arthur Vance detailing the exact chemical composition of the thallium and copper compounds added to your beverages."

Garrett’s face drained of every drop of color.
