Chapter 8 - The Frozen Asset

4:00 a.m.

In a holding cell at the NYPD 17th Precinct on East 51st Street, Julian sat on a rusted bench, his white Oxford shirt torn at the collar, his thousand-dollar jacket sitting in a pile on the damp concrete floor.

The single fluorescent light overhead hummed with a maddening, fifty-hertz buzzing sound that made his temples throb.

"Officer!" Julian slammed his palm against the iron bars for the twentieth time. "I demand my phone call! I am the managing director of Apex Capital! You cannot hold me without a formal charge!"

The desk sergeant didn't even look up from his computer screen. He took a slow sip from a paper cup of cold coffee and kept typing.

A young public defender walked down the hallway, her heels clicking loudly against the concrete. She stopped outside Julian’s cell, pulled a plastic chair over, and sat down with a heavy manila folder on her lap.

"Julian Vance?" she asked, her voice tired, indifferent.

"Finally!" Julian lunged toward the bars, his eyes wide, bloodshot. "Are you my private counsel? Did Arthur from Latham & Watkins get the bail motion through?"

"Arthur isn't coming, Mr. Vance," the girl said, opening the folder. "Latham & Watkins dropped your firm as a client twenty minutes ago due to an ethics conflict."

Julian froze. "Ethics conflict? What ethics conflict?"

"Your father-in-law, Mr. Vance Sterling, sits on the board of their primary global trust," she explained, holding up a printout of an injunction order. "Furthermore, all of your personal bank accounts at Chase, Citi, and UBS have been frozen under the Foreign Corrupt Practices Act."

"That’s impossible!" Julian screamed, grabbing the iron bars until his knuckles turned white. "I have six million in a liquidity account in the Cayman Islands!"

The public defender flipped to the last page of the document and held it up against the bars so he could see the red stamp at the bottom.

"The Cayman account was liquidated at 3:30 a.m., Mr. Vance," she said softly. "By order of the grand jury. You currently have forty-two dollars in your commissary account."
